The Department of Consumer and Regulatory Affairs (DCRA) announced a Business Development Amnesty Program effective January 1 through February 29. This program provides business owners a unique opportunity to come into compliance with District regulations and requirements without facing associated fines or penalties accrued due to failure to obtain or renew a business license, corporate, or weights and measure device registration.
Any business is eligible to participate in the Business Development Amnesty Program if operating their business:
• with an expired Basic Business License
• without a Basic Business License or Corporate Registration in revoked status
• without registration of commercial weights and scales, UPC scanners, and weighing/measuring devices
Exclusions to the Business Development Amnesty Program to note are:
• Payments for late fees and penalties satisfied before December 31, 2015, will not be refunded.
• Notice of Infractions will be excluded from this program and will not be reversed.
Businesses can file for a business license, corporate, or weights and measure device registration in three (3) ways to come into compliance:
1. Online – (Please note: To renew a scale and device online, email registration may be required. Call the Office of Weight and Measures at (202) 698-2198 with your email address to receive an invitation to access the online renewal portal.)
2. Mail – Documentation and payment must be sent to the appropriate DCRA address below:

3. In person – 1100 4th Street SW, Washington, DC 20024 Monday – Friday, 8:15 am – 4:00 pm. Extended hours will be available on Thursdays from 4:30 pm – 6:30 pm for the duration of this program.
